This is ethically very difficult. Omega is a failed state, with echoes of Sierra Leone. I am not sure that I would suffer a worthless lowborn crime boss to have a chance to retake it, even though I would be fully aware that fifty bosses who were even worse than Aria would be scrambling to take Aria's place. I will not choose "the devil I know" and put aside honor, merely because it would be logical and expedient to put aside honor. I could never live with myself. I think I would want to become the Illusive Woman, and take that which was once Cerberus and go to Omega and establish a transitional ... but ... but a transitional what? The inhabitants of Omega, they have no experience with peace, anything other than despotism, or with an economy other than black or gray market! I think we start with asking Samara to come back there with me, as Samara said she was thinking of doing. I think that it should be Samara who is the arbiter of Omega. I think we should subsidize some artists to immigrate to Omega and we should give them a security detail and a place to live. I think we should start with showing people that there can be better. We should reform the public utilities, the public works, and the sanitation. We would probably be doomed, but I cannot not try. It would be dishonorable. We would need to plan out an exact desired "end state" after which we would end our intervention on Omega, hoping to prevent the "mission creep" of adding more and more well-intentioned tasks.
